If the membrane is torn can I peel it back?

A tiny bit. just make sure not too much or you might hit a blood vessel and make the chick bleed to death

Okay so had a late Hatcher.. seemed okay at first but now is lethargic and keeping eyes closed and moving it mouth open and shut. I’ve brought it inside given small droplets of yolk and a few droplets of water. It’s been hatched for about 2/3 days now and won’t eat. Can I keep inside on a heating pad (made for human use) on low? It’s really all I have lying around, momma seems a bit careless with it and has knocked it over and left in the side of nest

The chick may be failing to thrive. I would keep it warm and give it drops of water like you have been doing.
Yes, You can use a heating pad to keep it warm, just check to make sure she's not getting too hot.
