Chicks in hot weather

Do my chicks need the heat lamp on in the brooder when its hot outside? i feel like they would get too hot. what are y'all thinking?

They need to have their place that's warm enough and they need to be able to cool off.

I'm looking forward to my new brooder plate for this year instead of constantly having to move the chain up and down, swap bulbs, and plug/unplug the lamp.
