If they're well-feathered they don't need heat anymore, just a dry, draft-free, predator-proof space.

I agree that the halogen bulb and tarp is a serious fire hazard.

I too, would nix the heat lamp. What I would suggest adding though is a box set so that there is wind protection. If the chicks can get out of the wind, they can take temperature changes easily.

And I would remove part of the tarp. They need the option of sun and shade.
