Chicks seem to be itchy

We have one chick who seems to preen herself constantly. She is a month old and at first I thought it was the feathers coming in but now I'm not sure. I don't see any bugs on her and the rest of the girls seem to be fine. Maybe pine shaving bits? Anything I should be concerned about?

My chicks always preen a lot. They're growing new feathers in constantly. The new feathers grow in as pin feathers, encased in a sheath that has to be removed, so the feather can unfurl. That's why they preen so much and that's why they're so dusty at that age. Some chicks are more meticulous about their feathers than others.
