Mixing 11 week and 3-4 week old chicks, how to do it safely?

Just lay the pallet flat on the ground. Lift it up on each corner, and place a rock or brick under each corner. You really only need it a couple of inches off the ground. A chick can escape under it from all four directions. I often pour a little feed in the middle under is.

All a chick really needs to do is get out of sight.

Perfect! I was imagining the pallet standing on end, lol, which is where my visual was WAY off. 😂 Didn't make sense. Thought you were using it as a "door" to another run area that only chicks could get through. Makes total sense now though

Yes, always have a food source in the safety area. I have never had trouble with water.

When I have a larger flock I am full at 12 hens and a rooster - I generally have 3-4 places where I have feed bowls. I take down feed daily, so not a big deal to pour it out in several places. But this is mostly for the layer girls.

Within a week, you will find chicks eating right next to layers without a problem.

But is there feed and water in the safe areas?
Not sure if you're asking about OP or my set up, but I can see a waterer and feeder (dark blue) in OP's safe zone.

For my set up there's both food (yellow) and water (red), as the brooder IS the safe zone:

But realistically the chicks will progress to mostly eating with the adults within a few days:
