Chicks seem underdeveloped at day 18

So, I just put a ton of eggs in the hatcher for lockdown, as it is day 18.
However, I candled each one as I put it in there, and most of them filled most of the egg, like they're supposed to.
However, there were at least 6-8, all from the same egg supplier but different breeds, that barely filled half the shell. they were alive and kicking, but seem so very tiny.

Should I still put them in lockdown??

What breed are they? What's your humidity at and what will it be at for lockdown? Do you have any pics or videos? What's your temp at? What incubator are you using, still air or forced air? Are you sure everything's calibrated?
 
I am using a Brinsea OvaEasy incubator. It fits 288 eggs, I can't remember the exact model. Everything is digital. I haven't checked the calibration, honestly. I have been using it since November with a fairly good success rate. Forced air.
Humidity during hatch has been around 46-49%. Incubation temp is at 99.8.
Hatching humidity is around 65%, 99.6 temp.
 
I don't have any pictures, as my candle broke, and I am using my phone to candle.

The eggs that I am concerned about are buff orpington and barred rocks.

What is your general geographic area? I recommend it being a little colder instead of hotter. Chicks tend to take cold better, and it's also recommended to have it a little colder in lockdown. Maybe 98.5-99 degrees during lockdown.

I am in Florida. Lol. Will that temperature change help the possibly underdeveloped chicks?
 
He doesn't hatch any. I have been using his eggs for 4 months, he has had fertility issues, but the fertile ones all seemed to hatch at day 21 and 22 in the past.
