They make like a ditch hole so that they sit in it.
My chickens do it all the time. But I use wood shavings.
Maybe try that and see what happens. I did use hay for a little and something similar happened.
I think what's happening is that in the brooder I put hay in and they would scratch the hay and so there's hay in the nesting boxes so they think "oh, hay! SCRATCHING!!!"Alright. thanks,I might try it.

I can't right now it's pitch black outside i have 8 huge nesting boxes (3 chickens will plenty of room in each)
