Chirping but won't come out

I have a hatching chick that has gone over 24 hours and is still in the shell. It is broken the shell open and I can see most of it but IT does not break free. All the chirping makes me want to try to open it for it but I am afraid I would cause problems. The humidity had gone down to 40% is this a shrink wrapped chick ? what is a shrink wrapped chick and what do I do?
 
I hope you were able to resolve the issue and I hope the humidity was not at 40% at hatching...warm spritzes or washcloth can help "loosen" the baby, just be careful no the drown the bird or pull away dried on shell or membrane to ease stress. You may have to help the baby out completely if it is all wrapped/stuck together. A warm, gentle bath also helps after hatching to get everything back in place and mobile- dry well and keep warm of course. I hope your little one is okay.
 
Yes I did have some luck. I sprayed around its shell with warm water. It managed to open most of the way but still had shell on it so I left it alone and 1 hour later it was free. It could not stand and was on its back for some time but now its on its feet and I hope it can make it.
