Elevate the food and water dishes. I use bricks, so they can pick the feed off the brick when they dig it out of the feeder. They seem to prefer eating it off the bricks to eating it from the feeder.

With the ones I've got outside now, I made a five gallon water bucket with horizontal nipples, and a five gallon pvc-elbow feeder, both on top of cinder blocks - two side by side for the feeder, one for the waterer. They still manage to pull food out onto the bricks, which is why the feeder has two, but they seem to make a group effort out of it. The oldest chick pulls food out onto the bricks, while the rest stand around the brick eating the food off it.
 
I had my chicks in a dog crate. I was able to hang the food and water from the top.
I wrapped duct tape around the feeder and waterer and made a loop at the top, then hung them from coat hangers bent to the right hight.
