We currently have 4 chicks, 3 the same age and 1 slightly smaller. One of the larger chicks has been laying down a lot and panting, as well as preening a lot and stretching a lot. Still eating and drinking, bright and alert, running around with the other chicks.

They have constant access to food and water, as well as a "cooler" side to get away from the heat lamp if they wish, which we just recently raised a little bit.

Is this behavior just due to the molting process being uncomfortable?

How old are they, what temperatures are the "warm" and "cool" areas of the brooder and how much distance is there between the areas? A photo of your brooder, and a video of the behaviour if possible, would be helpful. (You'll need to upload videos either to the gallery here, or another site like youtube, to be able to post them in the thread.)
