city ordinances

I called the zoning office today, just to see their position on chickens in the city. They're banned totally. I can file a petition for a conditional permit, which involves paying several hundred dollars in fees, testifying before committees after bus service ends (we have no car), and most likely, being denied.

Rather than go through that, I was wondering if anyone could give advice or point the way into changing the whole city's ordinance on chickens. Somehow, I think that might be easier and more effective than one permit at a time.
