Clarification on Block Feature

What exactly does it do? I've had a few members ask about this but haven't been able to tell things it does. Does it hide your posts from the person you blocked or does it just prevent them from messaging you?

I'm honestly not 100% sure, but I'm pretty sure it:

1. Collapses the user's posts when you view the forums, (kinda like ignore)
2. Prevents them from sending you private messages
3. Prevents them from "following" you

Note that you cannot block site administrators and moderators.
