How about figuring out who is the "pecker" and putting an anti-pick bit in her nose? Google for Decker's Never Pick Bits. Takes the 'mean' right out of the chicken!

Just make sure you feed pellets or crumbles (never mash) to birds with bits.

There was one hen who was definitely the culprit as she chased around the victim mercilessly. I removed her to another coop though and the next day, there were others chasing around the poor girl (the one that was getting pecked).​

Yeah, these things can get out of hand fast. You did the right thing removing the ringleader. Separating the injured bird removes the temptation/blood lust. Don't put her back in until she's healed up.

You want to end this behavior fast before the other girls get the idea to bully, too. That may mean culling the troublemaker, altogether.​
 
She (the victim) is still on her own and seems to be healing nicely. She's growing back her feathers from the first time. We shall see how the others handle her when I move her back in. Do you think the "ringleader" will remember and try to start it up again?
 
If you're lucky, the ringleader will be lower in the pecking order when reintroduced, and this will stop the problem. I'd isolate her for at least a week. Sometimes culling is the only solution.
