Cochin or D'uccle started pullets

Does anyone know of a breeder or hatchery that sells and/or ships cochin or d'uccle started pullets? I have had terrible luck this year in my gender ratio from hatched eggs (9 cockerels out of 13 eggs)and I really don't want to buy and hatch another batch. I live in city limits and cannot have roosters. Just curious what options might be out there.
