Cochin with "Silkie feathers"

I got this Cochin rooster in an order from Ideal. I thought at first it was a frizzle because his first feathers were all scruffy looking. His hackles and saddle feathers are very soft and frizzy, not exactly like a Silkie, but close. He's soft like a baby chick. It may be hard to tell in the photos...

I just thought this was interesting. Wonder if he could be mixed, even though he came from a hatchery?

Cochins are normally fluffier than most other breeds. Your bird does not appear to have silkie feathering, just regular cochin feathering.
 
I know it's hard to see in the photo, but his feathers are really different than the two other roos on the hackle and saddle. You can see in the two bottom photos.
