Cockeral dropping wings

I have a 14ish week old cockeral that almost always walks around with wings dropped almost to the ground. Can anybody tell me why he does that? Attached is the best picture I could capture.

My hens do this when they are hot but not to that extreme. I wish I could be of more help!

Has he always done this or is it new? Is he eating and drinking ok?

He seems healthy and happy. It's not new, but I can't remember when I first noticed. He does pull them up, but drops them a lot. It's not heat related, as it's around 70 most days here.

Here is a better photo. He drops them slightly more than this. Not all the time, but a lot. He does try to stand up to the older hens. Maybe it's his way of looking tough.
