Cockerel feathering

Good evening,
I have a cockerel I got about three weeks ago(was a few days old when I got him) and noticed his feathers weren’t coming in like the pullets. He is supposed to have been a brown leghorn, but has Greyish blue legs. They are all on 20 to 24 percent feed. Any advice is appreciated. Thank you!
 
Ya he isn't a brown leghorn for sure.
Leghorns are a fast feathering breed. They feather in quicker then a lot of other breeds.
I wouldn't worry about how slow his feathers are coming in. I would worry if you needed a leghorn cockerel to go with your pullets.
 
Is his feathering normal for a bird 3 to 4 weeks old. I’ve never had Easter Eggers, not sure what to look for. The large birds in there are Easter egger pullets, about 6 weeks old.
 
I don’t mind the breeds mixing. I was just getting a bit concerned with his slow growth. The other roosters I’ve had in the past feathered out rather quickly. But he’s healthy, and that’s all I care about.
 
Some chicks have the genetics to be fast feathering, some genetically are slow feathering. For three weeks he looks fine to me. It also looks like some of those others are cockerels, not all are pullets. Check out the top photo.
 
Hard to tell a lot with those pics. The red light really doesn't help.
Are you saying those others in the pics are EE pullets?
Those look like brown leghorns to me. I was thinking leghorns so not concerned about those big combs if they were leghorn pullets.
Either way check out the breast. Pullets will be reddish docudrama will be mostly black.
Bad pics but looks like pullets to me.
