Cockerel or hen?

We heard a pitiful crowing this morning. We have two chickens that are about 4 months old. They both are similar feather structure. Any opinions?We aren’t allowed to have roosters and have a home for him if it is.

We hatched them from
eggs a science teacher gave my daughter. We were hoping for hens. Second looks like rooster?
