cockerel right?

I thought this bantam partridge Cochin was a cockerel but at 13 weeks I'm beginning to wonder. I thought he would be darker with less pattern and more comb and wattle development by now. He got into a sqwabble with another chick his age a few weeks ago is why his face looks rough.
