Cockerel sexual maturity

Are cockerels sexual mature before they crow or after or somewhere during the process?

I have a Phoenix roo that is 17 weeks old and has been trying pitifully to crow for two weeks.. It sounds pitiful and yet I have a dark cornish hatched the same day that I've seen on top of our older hens attempting to breed them very convincingly that hasn't made a wimper.

Most young Roos coming into sexual maturity will try to mate anything that comes close enough nearby. By 20 weeks they both should reach full maturity I think yours are both just starting in different places.
