Cockerel slow feathering - is this normal?

Hi y'all,
So I hatched some eggs at the end of April, the growers are now 9 weeks old but my speckled sussex cockerel still has a lot of down whilst the others (Marans and Barbu d'Uccles) have feathers up fine. Any thoughts? He seems otherwise healthy. x

Hi, you can't really see the d'uccle in the picture above. Here's one attached below, it's a milifleur but without a lot of white, mostly brown with black speckles. You can see the marans mostly in the pic above which are fully feathered. The speckled sussex isn't catching up very quickly, I know cockerels feather slower but this one seems abnormal.

She's very pretty!

Though I'd say she's more likely a mix, since she doesn't have any mottling (white spots).
 
Interesting you say that, I was a bit disappointed with the colour and they don't look like the picture of the so called 'parents' - they were ebay eggs haha. Too late now as I've fallen for them - they're so sweet natured and sit in my hand for a tickle so I'm happy.
