Cockrell or pullet BO?

I have four 15 week old BOs and this one has a different tail than the others. The feathers right above the rump are almost stringy looking. Is this a cockrell?

If it's 15 weeks old, then I would say pullet. But it isn't a BO, the legs are the wrong color. She's very pretty whatever she is

We've had a lot of rain and she's been walking around in mud. Her legs are white.
