Cold parakeet??

im in my basement with my parakeets because we had an ant problem. The basement is brand new so it is all clean, but it is a bit cold. My three year old parakeet is fine, but the young ones legs are quite cold. Is this a problem??
Edit: I just checked on him, his legs aren’t cold, but they aren’t very warm either.
 
If you have any of those ice/heat packs that can be used either way, you could heat one in the microwave then wrap it in a towel and put it where the bird can get to it. That way if it needs the warmth, it can get it. Aside from that, either a small heat lamp, or one of those mama hen brooder plates...

It’s almost 1am so I cannot go to the feed store to get any of those.. I do not own any. Is there any other way??
 
You could also put uncooked rice into a sock, tie the open end and warm in the microwave. Depending on how much rice you use, will depend how long it takes to warm. Does retains heat & gets hot, longer than a baggie & hot water, won't spill but will get HOT so make sure you start off in the micro for a few minutes, increasing if need to.
 
A ziplock baggie with hot water from the tap (so as not to be hot) in it then place it into another zip lock baggy and put it in the cage. Heat will radiate for a little bit off of that.
I put the water into a baggie, and put two more around it, then I put two perches next to each other(maybe a three inch gap) and put the baggie in the middle. He snuggled right up to it! Thank you for the idea!

i put some rice in a sock, put it in for about 20 seconds. it was hot so i let it cool a bit and put it in the cage, he is loving it! he is currently sitting on top of it
