Cold puppy won't eat HELP

Warm it with a water bottle, blankets, heating pad on low but you will have to watch the setting!!!! (can get severe burns) Get yourself to a pet store get some puppy milk and bottle feed it, stat!!! You will have to feed every couple hours. Do it now or it will not survive (retired vet speaking here).

Headed to TSC now, got him on the heating pad, he is crying and wants to snuggle but won't nurse from mom whatsoever

Watch the temp. I would put a blanket on the heating pad. Normal rectal temp for a puppy that age is 95-99 ish. Did you try to put the pup on one of mom's nipples, away from the other pups? Sometimes if there is a weak one you have to separate the other pups from the mom to let the runt latch on, too much competition.

Don't beat yourself up if your pup doesn't make it. Sometimes there is something going on--some congenital defect or whatever--that will lead to it not being able to or wanting to nurse. There are a lot of things that go wrong. Sometimes the little ones will pass despite your best efforts, all you can do is try. As you are doing.

I wouldn't recommend tube feeding unless you know what you are doing and have done it before! Too easy to cause aspiration (fluid into the lungs) and a miserable death. Better to try to get it to bottle feed or take to emergency vet~
 
I did separate the other puppies from the mom and tried to get him to nurse but all he wanted to do was cuddle up next to her and sleep. Hes not completely lethargic, moves around and makes a whimper noise off and on.

I picked up a bottle and some goats milk as I read it is better than the canned puppy milk, I got him to drink a little though I'm not sure how much is enough. He's not wanting to suckle on his own, I have to rub his jaws to keep his mouth closed on the nipple and he drank what dripped into his mouth. I have a stethoscope and am listening for any fluid in the lungs, all sounds good to me, though I'm not a vet.
I'd say he drank about 5-7ml of milk.
 
One thing to keep in mind that if a baby is without food for too long, it gets so it isn't hungry and won't eat. A little karo syrup on the tongue will help. Karo is dextrose (glucose) and it can be used by the body instantly. It does not have to be digested first.
