Cold weather and new chicks outside

Hi my name is Deneen and I live in Kentucky and it's very cold here this year and going to get even colder like 8 or 9 degrees Fahrenheit my rooster and the 2 hens and now the 2 new baby chick's all share the same small coop I'm wanting to get something to be able to keep them warm I bought something that looks like a small flat screen tv but it's a heated device but it doesn't work well any suggestions
 
Chicks that age need some sort of heat source. A mama hen, heat lamp, or heat plate. If you don't have a mama hen thing care of them then they can't be with the big chickens.

Yes the mother hen is with them but it's very cold I have a I guess a heat plate should I put that on the bedding so they can lay on it because I have it hanging on the wall of the coop they sometimes stand in front of it but sometimes they don't
 
As long as mama is attentive to their needs and smart enough to not stand outside with the chicks during the windy/wet weather, she should be enough for the chicks since there's only 2.

The heat plate is working exactly as intended, it's not meant to heat up a space, birds either need to be in contact with it or very close to it to benefit. A mama hen is not going to push her chicks over to it when she can generate the same type of warmth under her feathers.
