This shooter paid for his arsenal with Federal grant money

Key words in this article are "could have been used". They do not say that grant money was used. It could be that he simply charged it all, and never may any sort of real payment. Just about anyone with a credit card could charge that much stuff, and make a minimum payment with the intention of never paying it. The police aren't releasing any of this information, so news agencies have joined the speculation.

I had also read in another source that he passed his exams.

Abuse of grant money would hardly be a surprise, if true.
I've met plenty of students who've used grant money to buy video games and booze, (or other substances). It's a shame to see it happen, but it's mostly a product of 'It's not my money' attitudes. If Mom, Dad and grants pay for everything, they tend to not have as much appreciation for what is being spent. Students who worked part time or full time were less wasteful with their money, even if it came from a grant, when I was attending classes.
He may have been able to swing a credit card with a decent limit on it, being 24 rather than 18. He could built up a lot of good credit while attending school, making a couple months of late payments less of a red flag.

Perhaps instead of screening people based on intelligence, a different method could be used. He bought several guns, a large amount of ammunition and protective gear in a short span of time. Perhaps purchases like that could be used as a red flag system. Trip too many flags in a set span of time, and the authorities can be alerted to suspicious behavior and investigate further.
You can't single out just one factor, some folks purchase a few guns in a couple months, some folk will buy up a bunch of ammunition if they find a sale. Sending out an alert every time that happens is tedious and a waste of time. Buying several guns, a large amount of ammo, and protective gear, all within a couple months as he did, could raise the right number of flags to send out an alert though.

Just a thought to ponder on.

Yeah,.. you get put on a "list" if you buy too much Sudafed at CVS... (is that the drug Meth heads buy?)
Why not do the same for excessive ammo buys?

What exactly is excessive? Part time competitive shooters burn through a minimal 10,000 rounds a year. Full timers without sponsorship can burn 50,000 rounds, with sponsorship the sky is the limit. Then there is class3 weapon owners(machine guns). You have any idea how fast those things go through ammo? And there are over 250,000 of those weapons in civilian ownership in the U.S. .I'm sure there are some politicians that would love to restrict ammo to such weapons. No the thing that got my attention was the tear gas, being bought by a non-L.E.O. or security person. Something fishy there. Oh by the way, 95% of the suphadrine used in meth comes from Mexico. Last bust made in my county was about 10,000 tablets. So the law restricting sales in the U.S. was almost pointless.

That would be a SLR-95, an AK variant. I got the drop on them. Two had Remington 700 turnbolts , the third a Ruger mini 14 rifle. The fourth was unarmed. The guy with the Mini14 was an even match for my AK, I just was able to come up from behind. Fortunately the property owner's son showed up less than minute later. He had something I didn't have, a cell phone. Lesson learned, always have a way to communicate! I also use the same rifle for hog hunting.

All over a few animals and a case of trespass? What a sad picture of civilsation that invokes.

I'm not against guns I just think we should better screen who owns them. For instance: if you know more about skinning possums than you do algebra you probably shouldn't be allowed to have one.
That is the dumbest thing i ever seen posted on these forums.
