I agree that it looks like frostbite. I’d just leave his comb alone but if it gets too cold is it possible that you could keep him inside?

Handling the damaged tissue will make it worse.

Leave the comb and wattles alone. The blackened tissue is protecting the healthy tissue underneath. Let the tissue naturally dry up and fall of on its own.
