It’s not dirt at all. I took a warm paper towel (damp) with soap on it and it’s not cleaning him off. Tomorrow I’ll give him a bath to see if I can wash it off. If he is ok.

Great news! I'd keep him in a warm area for a few days. He SHOULD stop shivering but it may take a while even if he's warm.
