Concrete is fine as long as you have a nice thick cushion of bedding so chickens don't injure feet as they jump down from perches.

Would like o be able to hose my coop out and change bedding when necessary. Chickens would be able to free range when I am outside.

I have a raised floor that is insulated and Lino flooring...Easy peasy to clean...

No varmits can dig in and that's really good. Deep bedding works fine on top, although it won't work into compost as it would on a dirt floor.
A dig- proof foundation, as in concrete footings, with a dirt floor, is a good choice too.
Either way, fix any drainage issues FIRST.
Most of us never really disinfect our coops, just shovel them out occasionally. If you are doing the commercial type 'all in, all out' poultry management plan, a scrubable coop and floor, and run, makes sense.

If you want to do DL, I'd go with a soil floor, and a buried skirt. Depending on the size of your coop, making the structure sturdy without a wood or concrete floor are the biggest restrictions to a soil floor IMO.

I LOVE & glad I decided to do DLM ... Easy clean if any Just keep adding shavings, mowed grass, dried leaves....

'Hosing down' a coop is not a good idea IMO.
Dry is what keeps odors and organisms from growing.

Concrete floors have pros and cons.
Would need to know more about your goals, site, and climate.
