Confirmation of scaly legs needed

Before I go slather her up with vaseline - can anyone confirm that this is scaly legs?

These are all of the same bird - she's the only one that shows signs of this, but from what I've read, if it is Scaly leg, I will treat them all.

looks like scaly mite,wash and gently scrub legs( do not pick or pull scales),apply vaseline. There are other treatments,this is the one i use.
