Confused about VetRx dilution

Greetings! One of my girls is croupy and I have her isolated and under observation. I would like to dose her with VetRx but I find the instructions contradictory. It says to make a dilution in warm water but then all the applications are directed as "straight from the bottle" including internally. Is it really OK to use VetRx undiluted, both externally and internally?

Vetrx is probably not going to help. It's similar to you sticking Vicks vapor rub under your nose.
