Confusing ordinances

My yard is 20' from fence to house x 50' long with neighbors homes only like 6 feet from the fence on all 3 sides. It sucks. Its like having a walled in yard with no ceiling. For 12 years no one was behind us but now they are. I guess I will just have to wait 5 years when I hopefully move. :(

One other thing to check for (since I can't see the whole ordinance for "household pets") is to find out if household pets are exempt from the 25' setback. I don't know if there's any differentiation between 4 hens kept under the "household pets" vs. 4 hens kept as poultry.

My guess is they're one in the same, however wouldn't hurt to give the city zoning office a call for clarification.
 
This is how I read it-
Household pets must reside in the residence building. If in a coop or run then that outbuilding is subject to setback.

I'd call your local town/city hall and ask directly if a rabbit hutch of 4 rabbits is subject to setback. I'd say rabbit hutch as people don't associate noise to that.

Estimating is good but measuring is exact knowledge. One quick way to get a decent estimate is using Google maps. Zoom in on your property as close as you can then right click to open options. Choose the measure distance and click on edge of neighbors house then move the origin point to edge of your house. If it looks promising you have room there then use a 25' tape measure and check. Butt end to closest house and measure to fence then measure from fence to complete 25'. That is where the side of coop and run can be.
