constant chirping and stool off color?

I currently have two chicks that i am watching for someone else. One of the chicks constantly chirps, making a chirp somewhat like a shivering chirp. I'm not sure how to explain it really, but it is not a normal one. It's stools also seem to be very runny and seems to be somewhat off color(more brown/red) compared to the others. Also, the healthy chick seems to be trying to peck the other one in the eye sometimes. Any suggestions on what to do about either of the problems? I have tried to adjust the temperature and everything, so im not sure what the problem is. Thanks
 
How old are the chicks? They need to be at 95-100 for the first week and then you go down 5 degrees each week. Sounds like shes is cold. If the other one is pecking, that could be due to not being comfortable also. Do you have a thermometer? What are they living in?
