Constant fighting means little roos for sure?

Hello,
I have 2 month old white phoenix chicks and just today, 2 of them began fighting. They fight all day, not cute little pecking, but claws up in the air, grabbing feathers, feathers coming out, face offs, etc. The feathers on their neck also ruffles up. This would indicate that these two are for sure roosters, right?
 
Females will do that too, so you can't go by that. I do not know this breed, but at 2 months you should be able tell the boys from the girls by the size of the combs and wattles. The males will have bigger and redder wattles. If you post some pics of them some one on here will be able to tell the sex of them.
