Constant pasty butt and acts lethargic sometimes

I had went and gotten some baby chicks.

I brought em home cleaned off their butts,then I went on my way.I come down next weekend to find one baby still acting funny with pasty butt.So I cleaned it off (It did envolve me ripping down off )
Wake up the worming he still has it.Any ideas.

Put some apple cider vinegar with the mother in the water. 1 tablespoon to a gallon. It'll clear it up.
