Contacting Bylaw Officials Need Help Dealing With Them.

I'm not very good with legal stuff so I'm wondering if I could add someone and private message them as I try to change my towns bylaw against chickens, ducks, geese etc i contacted them asking if I could get a permit and if not i think its wrong that we can't get permits to legally keep certain animals and if we have the ability, time, effort and money to care for them I own my property I shouldn't have laws that prohibit things that won't harm anyone and they just have them to take the fun out of it, now I'm waiting for a response so if you're good with the legal side of things or have sealed with this before I'm wondering if you could help me legally get some ducks
