Is it ok to use welded wire for run?

From all that I've read here, and I may be wrong, welded wire is always preferable over twisted wire for your runs and coops.

yeah its fine. I'm sure most people on here would agree its the best. It does get expensive so i only have it on the sides of my run and regular chicken wire on top.

Is it ok to have run on cement?

i've never heard of a run on cement but chickens love to dig and scratch so i'd make sure you have a thick layer of sand or straw on top. But i'm far from an expert hopefully someone else well add there two cents.
