I noticed today this little one was screaming at the top of his bloody lung, he can walk, move but his eyes will not dilate like normal. I am having to feed him and give him water at this point, nothing else seems wrong. I do have him separated from everyone else as a precaution. What do you think could have caused this?

My fiance and I tested the eyes with a light and no movement from the pupil in either eye, there are no cataracts either

Try slowly moving a finger toward an eye. A blind chicken won't blink or dodge your hand. Don't wave your hand, because the chick might feel the air stir and blink or dodge your hand.
Conditions that can cause blindness in chick or growing chicken:
  • Paratyphoid
  • Marek's disease
  • Conjunctivitis (ammonia)
  • Epidemic tremor
  • Toxoplasmosis

Oh ok. Well without the pics, I'm gonna guess Ocular Mareks, but hopefully with pics maybe will be able to see if it's something else.

Just did the blink test, his eyes reacted to my finger getting close, they twitched but didn't fully blink. Is that a good sign?
Photos will be helpful.
Is it able to close the eyes?

Yes, I would separate it so it doesn't get run over by the other chicks. This will make it easier for you to care for it as well.
