Cornish chick cannot see

Ok so i managed to get some good photos as suggested by my fiance incase he passes away in the night.
Two photos per side one with flash and one without flash.

He is able to close his eyes i was holding him earlier while feeding him chick starter porage.

I'm so sorry. Have they been outside? Is there anyway he could have eaten something toxic?

No, they are in a brooder box in my basement on 6 in of hay. Feeding broiler feed and warm water

All the other cases I have read on here (with exact same conditions) the chicks have not lasted longer than two weeks, because they couldn't eat or drink and weren't getting any better.
Ocular Marek's the eye usually constricts and doesn't change in light. Your chicks eyes are diluted. So that could mean it's not Marek's.
If this is Marek's and If your chicks have been vaccinated then the chance of any of them getting it is up to 5%. If they are not vaccinated then its up to 100%. This doesn't mean they will all die, but they would then be carries for life.
Carriers don't spread this vertically (to the egg), but could infect any other birds that their dander comes in to contact with. Including the dander that you can transport on your clothes.

If the chick does pass, it may be a good idea to send the chick in for a necropsy to find out for sure.

If i can find a place that does it cheap or no pay at all, we work off of egg sales and nearly laying pullet sales, alone to support our farm.

The chick is too young for symptoms of any form of Marek's.

Can the chick eat/drink if you help him?

If he is unresponsive, it may be best to cull.

He passed away early this morning before NPIP officer came in. She suggested to contact Virginia Department of Ag to have it sent off for testing.

I'm sorry you lost her. I agree, having some testing performed is a very good idea, especially since you are applying for NPIP.
