How do you make a cornish rock?

The only way to really make one is to make an order for them from a hatchery.
They are the result of 50 years of selective breeding and are a four way cross. In a nutshell, a certain set of bloodlines for the roo, and a certain other set for the hen. Then that offspring makes what we call a cornish rock or cornish cross for meat chicks.
