Where do all these little ole hatcheries get their breeding stock to sell the CX chicks? I thought those genetics were impossible to find, while held under lock/ key...??

Small hatcheries do not have their own breeder flocks to produce the hatching eggs. They buy them from breeder farms specializing in providing eggs for that purpose.
Hatcheries are hatcheries. That means they hatch. Many of them do not raise their own eggs. I doubt that any of them raise all the different breeds, even if they do raise some of their own eggs.
They buy the Cornish Cross eggs and hatch them out to get the chicks that they mail out.
Whoever it is that has control of the lines is absolutely not allowing their breeding stock to get away from them.
