Coturnix chick can't use legs- cannot bend at knee

Last baby to hatch came out with legs tucked up under it. Feet are turned inward, knee joints will not bend. I can't even straighten the legs to tape on the "braces" I made out of drinking straws to try to get it walking. Joints open to about a 30-40 degree angle and that's it. I am thinking it is hopeless, but figured I would check first.

It is about 30 hours old.
