is there a way through breeding/culling/breeding/more culling that you could basically have a sexlink breed where chicks hatched out could be sexed visually or feather sexed?

Sex-links as we know them do not breed true, so they could not be a breed. There are recognized breeds- like barred rocks- that are sexable at hatch.

I look at that thread often, lol. But i guess i didn't type my question right. Is there a way that you could create a breed that breeds true and when you hatch the eggs you can tell the chick's gender through their color?

Yes, that is the basic concept underlying autosexing breeds. You may want to research cambars, legbars, brussbars, rhodebars, etc.
