Could she be a he?

Here's the first obvious reason he's male, below, his male saddle feathers. The second is actually how light his barring is. If he was a barred rock, he'd be male colored... its just that his barring isn't even, which is why I think BSL.

No I actually live in a township that I can’t have roosters. So this becomes a little problematic for me now that he is crowing I need to rehome. I got him when he was half the size. Guy was downsizing his flock and told me he was a she
 
It is definitely a male, but I'm not convinced it is a Black Sex-link Cockerel. I've never seen a male BSL that doesn't have red leakage in the shoulders. I don't see a hint of color on him, other than possibly in the hackles. And that could be from sun or corn. It is possible that it is simply a hatchery quality Barred Rock (which explains the messy barring) or it could be crossed to a Cuckoo Marans (which explains the very light yellow legs and the messy barring).

He's a slight bit brassy in the wings and hackles it seems
