Could this be a Frizzle mutt

Ear tufts are present at hatching (although not always noticeable). With the bird feathering out as slowly as you say, I am not yet willing to say it is rumpless. Looking at your photo, it actually looks a great deal like my granddaughter's serama. That would fit with the slow growth, too. Our Teeny is the only serama we've ever had, so I cannot give a truly educated opinion that that is what your Tiny IS, just that she looks like our Teeny did at that age.

Your's is still a baby--and you've said feather growth is very slow. THAT is why I'm not convinced it is rumpless. Yes, serama have tails.
 
Well what every it is I am lucky that I still have it for the day I bought it at the local auction it was cold and only 2 of the 5 lived, she is one of htem and the other one is already outside, the other one looks tan to buff color. I just hope they are both female for I got 8 roosters from my own eggs and 5 hens.
