is it normal for the male quail to peck the female's feather's off. there is a big bald patch where the female does not have feathers because the male plucked it all off? is this normal?

100%, especially if it's a 1:1 pair. Keep at least 3-4 girls per male and you'll see a huge reduction in feather pulling.
