cover or not for run

I am in the process of setting up a new run for my 24 young chickens. I'm debating between a more permanent or less permanent run for them. My concerns for the more permanent option being the challenges with over-use/soil compaction/mud etc. My concerns for the mobile run would be the birds getting loose?

How high of a fence will typically keep the chickens contained? I live in a suburban environment; hawks etc. are a potential problem still, but the idea of covering the run is not that appealing to me. I read here that some people just use a small electric fence to move the birds around?

I guess i'm looking for some strategies and or feedback regarding a mobile fence/run, or if perhaps you think its not a feasible option. If that is the case, what is the minimum fence height I need for my permanent run and do you think its absolutely necessary that I cover it?
 
Personally i think they need to be covered .. I use the really cheap construction fencing for mine, it provides some shade and can withstand heavy snow... I am making a portable fence today that will be covered and i can just pull up the end posts to move.. Good luck hope this helps and Oh BTW
