Obviously, we all feel your loss. SO many birds to lose at one time.
I am going to suggest 6 foot chain link fence, buried 1 foot in the ground.
you can run an electric wire, coyote height, around the perimeter.
I wish there was a guru on here that coordinated flock reestablishment, I know most would be glad to help.

BTW, if it is 2 legged coyotes, will the County let you shoot THEM? I know the protect they four-legged critters.
