If anyone is in that field, be it a friend, a relative, a hired hand, a ditchwalker, a vet, whomever, and they are injured by that bull when he plays with them, it will become a claim against the landowners insurance. Even if it's a friend, if they are injured and require medical care, which could certainly happen, their insurance company will sue the owner of the bull's insurance company. The owner will lose the suit because the bull is known for this behavior. It's your issue to deal with as you see fit. My concern was to make you aware that petting the bull on his head encourages a dangerous behavior. You seem to be aware of that.

you dont have to worry about anyone else; animals are penned up when the vet makes house calls. im the only one in danger and i dont mind it

I would definitely invest in a cattle prod and stop the behavior. That behavior could easily turn into something that could seriously injure or kill you.

the two of them own the cattle; i own everything else. its rare to see me in the field and i have no control over what they do with their cows.

If you are not in the field then it's probably not an issue for you personally. But be prepared that you will always have to be aware that the bull may charge should you enter the field.
