Crazy itchy chick

I have a 3 month old Speckled Sussex. Snow started acting like she was having seizures about 3 weeks ago. I took her to the vet after carrying her everywhere and sleeping with her on my chest for 3 days. Dr watched her and said that though she had never seen it before, it wasn’t seizures she was just super itchy. She was put on Prednisone and an oral antihistamine. I was spraying her with anti-itch spray. She appeared to improve and I put her back out with the others. Quickly she went back to throwing herself down trying to scratch and even has scratched her skin off a place on her neck. She’s back on meds, I have dog boots on her to protect her from injuring herself, I have tried Epsom salt baths, oatmeal baths. I am continuing the anti itch spray and using Benadryl spray. I have even switched her to grain free canned cat food. There are no improvements. I will be calling her Dr in the AM but wondering if anyone has any other ideas. I am even thinking of trying baby bath stuff for moisturizing her skin.
 
Can you share pictures? A chick should be eating a chick starter not cat food. Could be a deficiency. Have you tried dusting it? Does it have lice or mites? More information is needed. How are you keeping? Bedding type?
She has been eating chick starter. I just gave her the canned cat food last night in case it might be a food allergy. At this point I am willing to try almost anything.
No parasites she has seen the doctor and been checked out for that as well.
I tried to upload a video but my Internet wasn’t having any of it. I will try again. She’s in a wire dog crate in my living room. Sleeping on piddle pads. I have a roost in it but she falls off scratching.

What breed is she?
Have all the other chicks been eating the same chick starter - no problems?
She’s a Speckled Sussex. We had no problems until 3 weeks ago. She is one of 10 chicks that I got September 14th. All were eating the same food. I suspected it was the Juvenile molt that was causing the itchiness and it could still be I guess but most of the casings are gone now. Here are some pictures of my new coop and one of the wound she gave herself.

Where is that wound located on her body?
Do you have some photos of the whole bird?

Is she able to eat/drink?
 
The wound is on her neck. She has Neosporin on it, gauze wrapped around it and vet wrap just holding it together.
